Jefferson County Water Authority Announces New Well Project.

(Festus and Herculaneum) To better serve the growing needs of the two communities that the Jefferson County Water Authority (JCWA) serves, the JCWA closed on $12,095,000 in Water Revenue Bonds for the construction of a new collector well. This new collector well will provide much needed capacity and redundancy for the Authority and will virtually eliminate the need for the two member cities to supplement supply from their ground well sources. The current project schedule anticipates the new collector well to go online in May of 2023.

According to JCWA President, and City of Festus City Administrator, Greg Camp, the new collector well will go a long way towards addressing water quality issues, “The water quality from JCWA is very good, and the new collector well will only improve that quality for both Festus and Herculaneum. More importantly it gives the JCWA plant a back-up well, something it did not have. With this the cities will not have to supplement water supply from our groundwater wells, another huge plus.”

Herculaneum City Administrator and JCWA Vice President Jim Kasten said, "The addition of this new collector well will provide the much-needed raw water capacity for the growth of both cities. Stages of the Mississippi River will have little effect on our ability to produce the quality water our two cities require. Not having to use our groundwater wells is an ultimate, attainable goal."

Financing for the project was handled by Stifel Financial Corporation, a full-service brokerage and investment banking firm based in St. Louis. The new debt allows for the construction of the new collector well, while reducing long term annual debt obligations for JCWA.

The project is being led by a design/build team from Burns & McDonnell Engineering, a full-service engineering, architecture, construction, environmental and consulting solutions firm, based in Kansas City, Missouri.
